Resolution to consider the creation of a Small Business RESTART Program funded with Community Development Block Grant-COVID funds

Body
WHEREAS, the COVID-19 crisis has negatively impacted West Allis' small business community resulting in lost revenue and significant employee layoffs; and,

WHEREAS, the City of West Allis values its small businesses and their local contributions to the vibrant growth and momentum of the City; and,

WHEREAS, the City recognizes that a number of small businesses were unable to access federal disaster relief through various emergency programs; and,

WHEREAS, the City of West Allis was notified by HUD that the City will receive Community Development Block Grant-CV funds to support the financial costs to respond to the COVID crisis; and,

WHEREAS, small business emergency assistance is an eligible expense for CDBG-CV funds and under Common Council Resolution R-2020-0237, $210,000 was allocated to West Allis Small Business RESTART program; and,

WHEREAS, the Department of Development is recommending the attached guidelines and process for the creation of a West Allis Small Business RESTART program.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that it hereby approves the creation of a Small Business RESTART Program funded with Community Development Block Grant-COVID funds.

BE IT FURTHER RESOLVED that the Director of Development or his designee is authorized to implement the Program and execute funding agreements.

BE IT FURTHER RESOLVED that the City Attorney be and is hereby authorized to make such non-substantive changes, modifications, additions and deletions to and from the funding agreements, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and...
