Resolution to approve amending certain activities of the FY2019 Annual Plan of the Community Development Block Grant (CDBG) Program to add CDBG-CV funding in the amount of $762,000

Body
WHEREAS, the Common Council of the City of West Allis has approved the FY2019 Community Development Block Grant (CDBG) Annual Action Plan under Resolution R-2019-0402; and,

WHEREAS, the creation of CDBG-CV programs are eligible activities and the associated activity costs are eligible for Community Development Block Grant (CDBG) funds; and,

WHEREAS, the projects enable the City of West Allis' ability to respond to the COVID-19 pandemic; and,

WHEREAS, the utilization of CDBG funds for the previously stated activities meet HUD requirements for the CDBG program; and,

WHEREAS, the proposed amendments were presented to the Community Development Block Grant Committee and the Director of Development recommended approval.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that it hereby amends:

FY2019 Community Development Block Grant Annual Action Plan, B-19-MC-55-0011, to allocate $762,000 of CDBG-CV funding for the following activities:

1. Addition of $76,200 in new Administrative funds for staff support of activities

2. Creation of a Health Department Awareness Campaign to support COVID-19 activities within the Health Department in the amount of $152,400

3. Creation of a Food and Meal Delivery program to assist Households experiencing a shortage of resources in the amount of $38,100

4. Creation of a rental and mortgage assistance program to address Households who may require short term assistance with rent/mortgage payments in the amount of $224,400

5. Creation of a special RESTART loan program to assist business in need of assistance with costs related to losses due to the COVID-19 Pandemic in the amount of $270,500
