Resolution establishing the 2022 Sanitary Sewer User Charge-MMSD Portion.
Body
WHEREAS, City Code Section 1.07(4)(e) authorizes the Common Council to revise sanitary sewer user charges, as necessary, to insure that the system generates adequate revenues to pay the cost of operation and maintenance, including replacement of the Sanitary Sewer Collection System; and,
WHEREAS, the City Sanitary Sewer Utility revenues consist of two quarterly user charges: (1) the City Sewer Charge which covers the operation and maintenance of the City's sewer collection system, and (2) the MMSD Charge which covers the cost of sewage treatment by the Milwaukee Metropolitan Sewerage District (MMSD) and conveyance to their treatment facilities; and,
WHEREAS, the 2021 City Sewer Charge was reviewed during the 2022 budget process and no rate increase was necessary; and,
WHEREAS, MMSD charges the City of West Allis for the use of its sanitary sewer collection system and sewage treatment facilities; and,
WHEREAS, the City of West Allis passes on these charges from MMSD, including the annual Household Hazardous Waste Charge, directly to all city users of the sanitary sewer collection system via a quarterly utility bill; and
WHEREAS, MMSD has increased its fees to the City of West Allis for service on and after January 1, 2022 as outlined in their 2022 Cost Recovery Procedures Manual.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the 2022 MMSD Sanitary Sewer User Charge be and is hereby established as follows, said rates to be effective for service on and after January 1, 2022:
Residential-Single Family: $36.34 per quarter
Residential-Duplex: $60.95 per quarter
Commercial, Industrial, Gov't $11.74 per connection, plus $1.83 per ccf of water used (ccf = hundred cubic feet)
