Title

Resolution authorizing the Director of Building Inspection and Neighborhood Services to enter into a program management contract with Property Registration Champions, LLC, dba PROCHAMPS for the management of the zombie and foreclosed property program

 

Body

WHEREAS, the City of West Allis has identified a problem with maintenance and ownership of zombie and foreclosed properties in the city; and

 

WHEREAS, said lack of maintenance and ownership of these properties creates a blighting influence and affects property values; and

 

WHEREAS, under Ordinance 0-2015-0042 a registration program was created for properties pending foreclosure and properties with mortgage loans in default; and

 

WHEREAS, Property Registration Champions, LLC, dba PROCHAMPS has an established program to register these properties.

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:

 

That the Director of Building Inspection and Neighborhood Services, or his designee, is authorized to enter into a contract with PROCHAMPS to maintain the City's zombie and foreclosure property registration program. PROCHAMPS will be paid an amount of the registration fee collected in the registration process. That the City Attorney be and is hereby authorized to make substantive changes, modifications, additions and deletions to and from the various provisions of Contract with PROCHAMPS, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the transactions contemplated therein.
