Resolution to consider the transfer of close out costs related to the Neighborhood Stabilization Program (NSP) to the Community Development Block Grant Program (CDBG)

Body
WHEREAS, the City of West Allis is an entitlement community that receives a formula Community Development Block Grant Program (CDBG) grant and administers various programs to assist low-to-moderate income individuals and to address conditions of slum and blight; and,

WHEREAS, the Neighborhood Stabilization Program was created as part of the American Recovery and Reinvestment Act of 2009 part of the recovery from the Great Recession relative to addressing abandoned housing and preserving or improving affordable housing for low income individuals; and,

WHEREAS, the City of West Allis West Allis joined a consortium for the administration of a Neighborhood Stabilization Program to create affordable housing units in the City and the activity has since been closed; and,

WHEREAS, the Neighborhood Stabilization Program has $5,458.46 in expenses relative to the close out activities under the Neighborhood Stabilization Program and the Community Development Block Grant Program (CDBG) Administration budget has capacity to absorb the close out costs associated with NSP; and,

WHEREAS, Community Development Block Grant Program (CDBG) and Neighborhood Stabilization Program have similar missions of creating affordable and improving housing for low-to-moderate income individuals; and the costs are an eligible cost of the CDBG program; and,

WHEREAS, Director of Development is recommending the payment of $5,458.46 of Neighborhood Stabilization Program costs from the Community Development Block Grant Program Administration Budget.

NOW, THEREFORE, BE IT RESOLVED, the Common Council hereby approves the transfer of close out costs related to the Neighborhood Stabilization Program (NSP) to the Community Development Block Grant Program (CDBG).
