Title
Resolution to consider authorizing and directing the Director of Development to enter into a contract amendment with Ramboll Environ for providing Environmental Site Investigation Activities for the property located at 3601 S. 116 St. in an amount not to exceed $67,000

Body
WHEREAS, the property at 3601 S. 116 St. is used by the City of West Allis Public Works Department; and,

WHEREAS, the City would like to investigate the environmental condition of the property; and,

WHEREAS, the Director of Development recommends the City complete a Phase II to help facilitate future decisions in regards to consolidation and/or relocation of Public Works Facilities;

WHEREAS, on November 8, 2016 through Resolution No. 1211, the Community Development Authority of the City of West Allis approved entering into a master professional environmental services contract with Ramboll Environ, for providing professional environmental services for various redevelopment and blight-related projects located within the City of West Allis; and,

WHEREAS, on July 16, 2019 through Resolution No. R-2019-0469, the Common Council of the City of West Allis approved entering a sole source profession environmental services contract with Ramboll Environ to initiate the Environmental Site Assessment process for the property located at 3601 S. 116 St.in the amount not to exceed an initial $20,000.00.

WHEREAS, in January 2010, AECOM conducted a Phase I Environmental Site Assessment (ESA) and identified two recognized environmental conditions (RECs) as Landfills at Adjacent Properties and Chlorinated Volatile Organic Compounds (CVOCs) Reported East of the Site; and,

WHEREAS, in October 2019, Ramboll Environ conducted Phase II ESA activities and are proposing to conduct a SI in accordance with WAC NR 716.
