WHEREAS, The West Allis Common Council adopted the 2017-2021 City of West Allis Strategic Plan on January 17, 2017 (R-2017-0003) which included the goal to "develop a sustainable Capital Improvement Plan which includes equipment and facilities replacement cycles, and maintenance and repair plans"; and,

WHEREAS, the City of West Allis has previously purchased extensive amounts of equipment in recent years solely from Traffic & Parking Control Co., Inc. including:

1. 16 purchases totaling $23,182.40 for traffic signal equipment in 2019
2. 21 purchases totaling $51,209.57 for traffic signal equipment in 2018
3. 27 purchases totaling $48,736.00 for traffic signal equipment in 2017

WHEREAS, the Engineering Department has reported that it has received a proposal for traffic signal maintenance and inventory services from Traffic & Parking Control Co., Inc. from whom the City and WisDOT have previously purchased most of the new traffic signal equipment throughout the City of West Allis; and

WHEREAS, the City will need assistance from Traffic & Parking Control Co., Inc. for various traffic engineering projects, including:

1. Preventative maintenance for all existing traffic signal systems
2. Inventory of all traffic signal systems and timings into the City's GIS system
3. Installation of Tactics software
4. Training of staff regarding new traffic signal systems due to the lack of in house staff with a traffic engineering background.

WHEREAS, the Engineering Department has determined that this contract is inappropriate for competitive selection due to the ongoing relationship with this company and that they are the source for this traffic signal equipment; and,
