Resolution relative to accepting the sole source proposal of InTech Software Solutions, Inc. for providing the Modus Elections Manager elections planning and administration program for a total net sum of $9,950 per year for years 2020-2021
Body
WHEREAS, The Purchasing Division has reported that it has received a proposal of InTech Software Solutions, Inc. for providing the Modus Elections Manager elections planning and administration program for the City Clerk's office of the City of West Allis; and
WHEREAS, the City Clerk's Office has determined that this contract is inappropriate for competitive selection because this is the only product that offers an elections planning and administration program; and
WHEREAS, the City Clerk's Office has determined this product will have a number of benefits including having all information in a single, unified database, better coordination of and communication with election workers and polling places, automation of payroll, providing online training, providing a more efficient system of election equipment setup and delivery, eliminate data entry redundancy, provide a system better suited for succession planning, and provide an audit trail for legal defensibility; and
WHEREAS, the funds to be used for this product have been included in the 2020 adopted budget; and
WHEREAS, The Common Council deems it to be in the best interests of the City of West Allis that the proposal of InTech Software Solutions, Inc. be accepted.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that the proposal dated November 2019 submitted by InTech Software Solutions, Inc. to provide the Modus Elections Manager elections planning and administration program for the period January 1, 2020 through December 31, 2020 for a total net sum of $9,950, and automatic renewals for year 2021 in the amount of $9,950, be and is hereby accepted.
