Resolution relative to authorizing the single source purchase of a police canine and the corresponding training for the canine and handler for a sum of $14,000 from Southern Police Canine

WHEREAS, K9 Jax was placed into service on February 25, 2013, after being purchased and partnered with Cpl. Jon Cerqua; and
WHEREAS, K9 Jax has provided the City of West Allis Police Department nearly seven (7) years of service and is reaching the end of his useful working career due to physical health issues, and through conversations between Jax’s veterinarian, his handler Cerqua and K9 Unit Supervisor, it has been concluded that now would be an appropriate time to retire Jax; and
WHEREAS, the West Allis Police K9 unit has received a quote from Southern Police Canine from whom they have purchased canines and training previously with great success; and
WHEREAS, the Purchasing Department has researched and determined the vendor pricing and offering of $14,000 for a dual purpose (Patrol & Narcotics) seasoned Belgian Malinois canine, including six weeks of training for both the canine and handler, to be fair and reasonable; and
WHEREAS, this initiative will be funded through budgeted funds in the K9 account, an account that is funded through community donations and fundraising efforts by K9 handlers; and
WHEREAS, the purchase of these items has been approved by the Police and Fire Commission at its November 21, 2019 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that the purchase of the above-described items, for a sum $14,000, is hereby authorized. Funding for the project will be from Account No. 215-0801-521.64-05.
