Resolution authorizing the City Engineer to amend an existing agreement with Ring & DuChateau, LLP for engineering services for Air Conditioning system repairs at the West Allis Police Department in an amount not to exceed $10,000

WHEREAS, after visual investigation on June 11, 2019 it was determined that the chiller within the Police Department was operating at low capacity and was in need of emergency repair; and,

 

WHEREAS, it was determined the City’s electrical service was interrupted due to a rodent causing a fault within the WE Energy service line.  As a result of this interrupted electrical service, power went from three phase to single phase causing three compressors within the chiller to be damaged; and,

 

WHEREAS, repairs were attempted to the three compressors within the chiller, but during these repairs it was found that the operational circuit of the chiller had some contamination which caused the evaporator to be compromised and to not run at an optimum level.  The chiller is working but not at full capacity and the favorable seasonal weather has assisted in reducing the need for high capacity operation of the chiller; and,

 

WHEREAS, emergency repairs need to be completed as soon as possible to prevent further damage to the chiller and restore it’s normal operating order; and,

 

WHEREAS, Ring & DuChateau, LLP has provided engineering services to the City on a number of projects and City staff is satisfied with the services the firm has provided in the past; and,

 

WHEREAS, time is of the essence because of the existing problems with the chiller system and the long lead time to get equipment and parts; and,

 

WHEREAS, the Common Council deems it to be in the best interests of the City of West Allis to accept the engineering services proposal dated October 3, 2019 from Ring & DuChateau, LLP in order to prevent an emergency condition at the Police Department.

 

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Common Council of the City of West Allis that the proposal dated October 3, 2019 submitted by Ring & DuChateau, LLP for an amount not to exceed $10,000 is hereby approved.  Funding for this purchase will be determined from the appropriate funds in the 2020 budget.

 

BE IT FURTHER RESOLVED, that the City Engineer be and is hereby authorized to enter into an agreement for engineering services with Ring & Duchateau, LLP and is authorized to issue the purchase order.

 

BE IT FURTHER RESOLVED that the City Engineer, with the approval of the City Attorney, be and is hereby authorized to make such substantive changes, modifications, additions and deletions to and from the various provisions of the proposal from Ring & DuChateau, LLP as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof and to protect the interests of the City, including but not limited to, any and all changes necessary to preserve the intent of the Common Council of the City of West Allis.
