Title: Resolution authorizing the Director of Public Works to sign a Proposal for Professional Services and all other related documents extending our partnership with other Milwaukee Water Works wholesale customers for the purpose of paying the City's share of fees associated with the cooperative hiring of Baxter & Woodman Consulting Engineers and any other appropriate firms/consultants to advance joint concerns and protect common interests with regard to the Waukesha Water Utilities Construction Authorization in the amount not to exceed $15,000; as well as authorizes a budget transfer to fund this initiative.

Resolution authorizing the Director of Public Works to sign a Proposal for Professional Services and all other related documents extending our partnership with other Milwaukee Water Works wholesale customers for the purpose of paying the City’s share of fees associated with the cooperative hiring of Baxter & Woodman Consulting Engineers and any other appropriate firms/consultants to advance joint concerns and protect common interests with regard to the Waukesha Water Utilities Construction Authorization in the amount not to exceed $15,000; as well as authorizes a budget transfer to fund this initiative.

WHEREAS, Waukesha Water Utility applied for construction authorization with the Wisconsin Public Service Commission in November of 2018 and recently revised its construction authorization documentation on April 24, 2019 to construct a large water transmission line, with a portion being constructed within the City of West Allis; and,

 

WHEREAS, the Milwaukee Water Works wholesale group was established to protect the common interests of all wholesale customers in an equal and equitable manner; and,

 

WHEREAS, Milwaukee Water Works intends to construct, own and operate the pumping station for exclusive service for its proposed new wholesale customer Waukesha Water Utility, as well as own and operate a portion of the large water transmission main for exclusive service to Waukesha Water Utility; and,

 

WHEREAS, Milwaukee Water Works will incur significant costs for this infrastructure that is understood to be recovered through its retail and wholesale water rates to all existing Milwaukee Water Works customers; and,

 

WHEREAS, the Water Division Superintendent has requested full party intervener status with the PSC in this proceeding along with all other Milwaukee Water Works wholesale customers; and ,

 

WHEREAS, the Director of Public Works has received a proposal to enter into a professional services agreement with Baxter & Woodman Consulting Engineers to provide professional services  related to protecting the common interests of the wholesale group; and,

 

WHEREAS, the City Attorney’s Office has reviewed and approved the agreement; and

 

WHEREAS, the final decision on these issues will have a permanent and significant impact on future costs; therefore it’s critical that West Allis participate with other wholesale customers in providing input and recommendations to the Commission.

 

NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of West Allis that the Director of Public Works is authorized to execute the Baxter & Woodman Proposal along with and other documents related to the cooperative partnership with the other Wholesale customers of Milwaukee Water Works and to participate on behalf of the City in these proceedings with the Wisconsin Public Service Commission with funding provided from budgeted Water Utility funds in the amount not to exceed fifteen thousand dollars ($15,000).

 

BE IT FURTHER RESOLVED that the appropriate City officials are directed and authorized to fund this effort by making the appropriate transfer of budgeted water utility funds to the appropriate accounts and take whatever other actions are required to fund the work from the West Allis Water Utility.
