Resolution authorizing the Chief of Police to enter into an agreement with the Cleveland Heart Lab to provide proprietary medical testing, test results and follow up consultation regarding heart disease for a sum not to exceed $28,875.

WHEREAS, according to the CDC heart disease is the leading cause of death in the United States and the average life expectancy in the United States is 79 years of age and the average age of for a first heart attack is 65 years of age; and,
WHEREAS, the average life expectancy of a law enforcement officer is 57 and the average of first heart attack for a law enforcement officer is 49 years of age due to elevated risks of heart disease linked to the occupation of law enforcement officer and,
WHEREAS, 50% of all heart attack victims had no diagnosed or known risk factors identified through traditional testing methods and,
WHEREAS, the Cleveland Heart Lab is considered a national expert on heart disease and provides supplemental testing not normally performed or understood by primary care physicians that identifies inflammation, which can be indicative of heart disease and,
WHEREAS, the West Allis Police Department is committed to the health and well-being of its members and providing the Cleveland Heart Lab testing will likely improve the health and wellness of Department members and,
WHEREAS, the Purchasing Department has researched the vendor and found no other entities provide this service and approved this as a sole source purchase and,
WHEREAS, in 2017 the West Allis Police Department received a $20,000.00 donation from a resident to use as the Department saw fit and this donation is currently held in the Community Improvement Foundation account and,
WHEREAS, the West Allis Police Department intends to use the above generous gift and Federal Asset Forfeiture monies to fund this endeavor.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that the purchase of the above described testing, from the Cleveland Heart Lab, for an amount not to exceed $28,875.00, is hereby authorized.
BE IT FURTHER RESOLVED that funding for this purchase has not been budgeted; however this project will cost $28,875, with the cost being funded by the $20,000 donation held by the Community Improvement Foundation and the additional $8,875 from the Federal Equitable Sharing Account Number Account # 214-0801-521-64-05.
BE IT FURTHER RESOLVED that the Common Council authorizes the Police Chief to enter into an agreement by and between the City of West Allis Cleveland Heart Lab for the aforesaid services.
BE IT FURTHER RESOLVED that the City Attorney be and is hereby authorized to make such substantive changes, modifications, additions and deletions to and from the various provisions of the contract, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the contract contemplated therein.
