Title
Resolution authorizing and directing the City Engineer to enter into a State/Municipal Agreement for a Highway Safety Improvement Project with the Wisconsin Department of Transportation for the design, construction and other related work on the traffic signal improvement of South 92nd Street intersection with West Lincoln Avenue.
Body
WHEREAS, the South 92nd Street intersection with West Lincoln Avenue has a high crash rate; and,
WHEREAS, exclusive left turn lanes and signal heads above each lane have been shown to improve safety at intersections; and,
WHEREAS, the South 92nd Street intersection with West Lincoln Avenue had 59 crashes in the five years between 2013 to 2017 for a crash rate of 1.25 crashes per million entering vehicles which is 1.4 times higher than the statewide average for four-legged intersections with entering traffic volumes greater than 25,000 vehicles per day; and,
WHEREAS, the WisDOT has notified the City that this project has been selected for Highway Safety Improvement Program (HSIP) federal funding which pays 90% of the cost for design and construction to improve safety; and,
WHEREAS, the State/Municipal Agreement includes the following major items; Design, Construction and State Review for the traffic signal improvement project.
NOW, THEREFORE, BE IT RESOLVED By the Common Council of the City of West Allis that the City Engineer be and is hereby authorized and directed to enter into an agreement with the WisDOT for the Project (State ID 2995-04-04/74), a copy of the State/Municipal Agreement is attached hereto and by reference made a part hereof.
BE IT FURTHER RESOLVED that the total eligible estimated design and construction project cost is $1,288,846 of which $1,159,061 is the Federal share and the remaining $129,785 is the local municipal share.
