Title

Resolution to repeal City of West Allis Policies & Procedures Manual Policy No. 1107,  Required Approvals for Filling Vacant, Budgeted Positions, and amend Policy No. 1402, Recruitment, Selection and Employment.

 

Body

WHEREAS, the City of West Allis 2017-21 Strategic Plan includes Strategic Goal #5 Excellence in Government, which states that “The City of West Allis will continually review the best methods for effective and efficient service delivery by utilizing continuous improvement and LEAN operation techniques,” and Strategic Action Item 5-6 which, in part, identifies the need for the revision and streamlining of the hiring process; and

 

WHEREAS, the current hiring process includes the practice of submitting requests to fill positions to the Administration and Finance Committee for consideration, which may increase the number of days relating to the time to fill a position; and

 

WHEREAS, Department Heads and the City Administrator have discussed and agree that there is an opportunity to streamline the process by eliminating this practice and only submitting requests where there are new positions or changes to a position approved through the annual budget process; and

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that Policy No. 1107, Required Approvals for Filling Vacant, Budgeted Positions, is repealed, and Policy No 1402, Recruitment, Selection and Employment, is amended.

 

BE IT FURTHER RESOLVED that the City Administrator is authorized and directed to take the actions necessary to effectuate the changes in the City of West Allis Policies & Procedures Manual and distribute said policy to all departments, divisions, and offices.
