Resolution authorizing the City Engineer to amend an existing agreement with Barrientos Design & Consulting, Inc. for Architectural Consulting Services related to integrating City Hall functions into a combined Municipal Complex where both Public Works and City Hall operate from one location and under one consolidated building structure in an amount not to exceed $11,000 and authorizing and directing the appropriate City officials to execute a budget amendment to transfer the necessary funds for this work.

 

Body

WHEREAS, The West Allis Common Council authorized an amendment to the Professional Service contract with Barrientos Design & Consulting, Inc. on February 5, 2019 (R-2019-0098)  for Architectural Consulting Services related to Site Selection, Facility Programing and a Time Management Study for the City’s DPW Municipal Garage in the amount of $51,500; and,

 

WHEREAS, the City will need further assistance from Barrientos Design & Consulting, Inc. for Architectural Consulting Services related to integrating City Hall functions into a combined Municipal Complex where both Public Works and City Hall operate from one location and under one consolidated building structure in an amount not to exceed $11,000; and

 

WHEREAS, The goal of this planning effort will be to provide a facility that is spatially congruent with current officing needs, supports a collaborative work environment, engages the public with their visiting needs, and consolidates and utilizes building space across many City functions.  Moreover, the City wishes to explore synergies of co-locating Public Works with City Hall functions for a more efficient and better utilized building.

 

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis that up to $11,000 is hereby approved for Barrientos Design & Consulting, Inc. for Architectural Consulting Services related to integrating City Hall functions into a combined Municipal Complex where both Public Works and City Hall operate from one location and under one consolidated building structure.

 

BE IT FURTHER RESOLVED that funding for this purchase has not been budgeted; however this project will cost $11,000, with the cost being funded from Fund 354, Capital Projects/Building & Facilities where funds have been reserved for the remodeling of City Hall.    So the funds for this purchase are available in the Fund 354, Capital Projects/Buildings & Facilities, funds reserved for the remodeling of City Hall, and the appropriate City officials are directed and authorized to execute a budget amendment transferring $11,000 from Fund 354, Capital Projects/Building & Facilities, funds reserved for the remodeling of City Hall to Account Number 354-6052-533.31-02, Capital Improvement Buildings & Facility Project Activities Other, and charge these services to Account Number 354-6052-533.31-02, Capital Improvement Buildings & Facility Project Activities Other.

 

 

 

BE IT FURTHER RESOLVED that the Common Council authorizes the City Engineer to negotiate, enter into, execute and deliver an amended agreement by and between the City of West Allis and Barrientos Design & Consulting, Inc. for the aforesaid services.

 

BE IT FURTHER RESOLVED that the City Attorney be and is hereby authorized to make such substantive changes, modifications, additions and deletions to and from the various provisions of the contract, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to prepare and deliver such other and further documents as may be reasonably necessary to complete the contract contemplated therein.
