Resolution authorizing the City Engineer to amend an existing contract with Azarian Wrecking LLC for emergency repairs to the building at 6414 W. Greenfield Avenue in the Amount of $50,277.00.

WHEREAS, It has been found that there is severe deterioration of the southwest corner and walls of the building at 6414 W. Greenfield Avenue that is adjoining the public alleyway. The deterioration includes water damage to the concrete block wall's structure and surface coatings. Structural damage was also observed, including cracked and loosened mortar joints, shifting blocks, and differential foundation settlement; and,

WHEREAS, The City of West Allis was provided a Judgement via Circuit Court to repair this public nuisance. The scope of work for the project was to repair the masonry walls and take measures, as necessary, to fully abate the public nuisance by re-establishing the structural stability of the exterior walls and ensuring that the affected area is weather tight at project completion; and,

WHEREAS, The City advertised for bids and approved the bid of Azarian Wrecking LLC on July 11, 2017 for 2017 Project No. 9 for building repairs on this same property and entered into contractual relations with said contractor for the performance of said work; and,

WHEREAS, The City subsequently found that additional work was needed due to a lack of foundation at the property; and,

WHEREAS, Section 2.682, Emergency Purchase, of the City of West Allis Revised Municipal Code, empowers the Mayor to declare an emergency and to authorize any Department Head to purchase equipment, supplies or other services that are necessary because of that emergency; and,

WHEREAS, after consulting with the City Engineer, the Mayor approved an amendment to the existing contract with Azarian Wrecking LLC to fully abate the public nuisance at this building by re-establishing the structural stability of the exterior walls at a cost of $50,277.00 to protect the safety of the public...
