Resolution opposing the Milwaukee County Board change to County Ordinance 91.09 unless and until the Oasis Governing Board 911 Sub-Committee has had a chance to make recommendations for changes in the 911 system.
Body
WHEREAS, the Office of Emergency Management of Milwaukee County plans to approach the County Board to change County Ordinance 91.09 that would require municipalities to either be the primary answering point for all cellular based 911 calls or to execute an MOU with the County; and
WHEREAS, if a municipality opted to have the County continue being the primary answering point, there would likely be a fee that the municipality would incur; and
WHEREAS, the County currently answers 17,000 cellular 911 calls that originate from West Allis; and
WHEREAS, it has been estimated that approximately 9,000 of these calls get passed on to the dispatch center of West Allis, and the remaining 8,000 calls include calls on the freeway or duplicate calls for car accidents, fires, police incidents, etc. that do not get passed on to the dispatch center of West Allis currently; and
WHEREAS, the impact of having the West Allis dispatch center being the primary answering point for all cellular based calls would increase the number of calls the dispatch center is responsible for by 8,000; and
WHEREAS, due to the sporadic nature of 911 calls, it cannot be guaranteed that the calls to the dispatch center will be equally staggered; and
WHEREAS, an increased workload in the dispatch center may require additional staffing of the center; and
WHEREAS, the Oasis Governing Board has authorized the creation of a 911 Sub-Committee, charged with planning for future changes in the 911 system; and
WHEREAS, there is significant concern by the municipalities about the effects this ordinance change would have in terms of potential unexpected budgetary changes in the form of either a new fee paid to the County or increased funding requirements due to hiring new dispatchers.
NOW, THEREFORE, BE IT RESOLVED that the City of West Allis opposes any attempt to change County Ordinance 91.09 until the Oasis Governing Board 911 Sub-Committee has had a chance to make recommendations for changes in the 911 system and has adequately studied the potential effects of the new ordinance on each municipality.
