Title
Resolution relative to accepting the single source proposal of CivicPlus for providing city website redesign services for the amount of $29,795 and authorizing a budget adjustment, from Communications Fund Reserves, to facilitate the purchase.

Body
WHEREAS, the Communications Department has received a proposal for providing city website redesign services for the City of West Allis from CivicPlus for the amount of $29,795; and

WHEREAS, the Communications Department recommends a single source contract with CivicPlus based on their selection during a bid process in 2011 and due to their existing expertise and knowledge on existing city website and employee intranet infrastructure, and the redesign provides a custom, fully responsive design; and

WHEREAS, the city website redesign furthers Goal #3 of the 2017-2021 Strategic Plan, "Citizen Engagement", specifically action item #3-5 which states, "Expand access to City information through citizen focused city-wide communications and social media activity"; and action item #3-6 which states, "Create Virtual City Hall where citizens can access city-wide e-services, City publications, public reports, plans and meeting information, observe steps of City legislative/review process, and make online payments"; and

WHEREAS, this initiative was not identified in the 2018 Budget and the proposed funding for this purchase requires approval from the Administration and Finance Committee to amend the 2018 Communications Budget to authorize spending from Communication Fund Reserves; and

WHEREAS, the Common Council deems it to be in the best interest of the City of West Allis that the proposal of CivicPlus be accepted; and

WHEREAS, it has been determined that this contract is inappropriate for competitive selection because of the relationship already incurred with CivicPlus.
