Title
Resolution establishing "Serve You" as the Pharmacy Benefit Manager using the Select Formulary for the Health Insurance plan year of March 1, 2018 through February 28, 2019.

Body
WHEREAS, part of the health insurance benefit provided by the City of West Allis to its employees and retirees includes prescription drug coverage; and

WHEREAS, the City of West Allis spent close to $5.8 million on prescription drug coverage in the previous plan year; and

WHEREAS, in consultation with the City's insurance consultant, The Horton Group ("Horton"), City staff has analyzed various options for the 2018-19 plan year to better manage the prescription drug expenses; and

WHEREAS, selecting "Serve You" as the Pharmacy Benefit Manager with the Select Formulary has a projected savings of almost $1.5 million, which lowers the lower overall 2018 Health Care Budget increase to approximately 7% (down from an original 16.88% increase), lowering the premiums for both the City and the plan members; and

WHEREAS, utilizing the Serve You Select Formulary will leave no plan members medically disadvantaged, and an extensive transition plan is being implemented, including a communication plan coordinated by Horton and Serve You to provide notification and assistance to those plan members who take ongoing prescriptions regarding any action they may need to take in advance of March 1 (i.e., brand name to generic, new prescription requests, etc.); and

WHEREAS, public discussions regarding the Health and Dental Insurance Budget options including the selection of "Serve You" Pharmacy Benefit Manager with the Select Formulary have occurred before the Administration and Finance Committee on December 19, 2017, January 2, 2018, and January 8, 2018; and Horton has recommended switching to "Serve You" Pharmacy Benefit Manager with the Select Formulary.
