Title
Resolution relative to acquiring Health Insurance Stop Loss Coverage from Anthem for the March 1, 2018 to February 28, 2019 Plan Year in an amount not to exceed $1,155,569.

Body
WHEREAS, it is necessary to have coverage for the City of West Allis Self-Funded Medical Plan to limit the City's exposure for substantial claims; and

WHEREAS, the City includes this item in the annual Health Insurance Fund Budget; and

WHEREAS, the City's Insurance Consultant, The Horton Group ("Horton"), has obtained bids for the City for such coverage; and

WHEREAS, the recommended coverage will limit the City's exposure to $175,000 per member, reducing the threshold from $275,000 per member in the current agreement; and

WHEREAS, Anthem's proposal is the most cost effective and valuable bid for such coverage in conjunction with the overall health insurance strategy.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the City Administrator is hereby authorized, on behalf of the City, to acquire Health Insurance Stop Loss Coverage for the City's 2018-2019 Self-Funded Medical Plan with Anthem. Funding for this coverage is available in the Health Insurance Fund, and an amount not to exceed $1,155,569 will be charged to Account No. 602-9101-517.21-60, Self-Funded Insurance Stop Loss.

BE IT FURTHER RESOLVED by the Common Council of the City of West Allis that:

1. The proper City Officials are authorized and directed to execute all related agreements and contracts on behalf of the City.

2. The City Attorney be and is hereby authorized to make such substantive and non-substantive changes, modifications, additions and deletions to and from the various provisions of the contract, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general intent thereof, and to pre...
