TITLE

Resolution authorizing the purchase of landscape materials from Halquist Stone, Sievert Topsoil and Reinders Irrigation Co. and associated ancillary items, such as mulch, landscape fabric, support stakes and wire, etc., from various vendors for a sum not to exceed $11,400.00, and authorizing a budget transfer of $11,400.00 to facilitate the purchase from the West Allis Forestry Division’s salary account into its landscape materials account.

 

BODY

WHEREAS, the consolidation of a variety of less noticeable landscaped beds into very large beds containing a variety of plants creating a beautiful landscape bed will welcome visitors to West Allis at South 71 Street and South 89 Street on the West Beloit Avenue boulevard and at West Cleveland Avenue and West Oklahoma Avenue on the South 76 Street boulevard and create a huge impact with less maintenance and fewer annual flowers purchased.  Halquist Stone, Sievert Topsoil, and Reinders Irrigation Co. have provided pricing for the landscape materials and accessories at approximately $5,700.00 per two large landscape beds; and 

 

WHEREAS, the West Allis Forestry Division will be replacing fourteen small landscaped beds distributed along the length of the boulevard on West Beloit Avenue and South 76 Street south of West Beloit Avenue.  These beds require multiple visits by various fulltime and seasonal staff.  The consolidation of these landscaped beds will create one major stunning bed at each end of a length of boulevard. The actual square footage may only decrease by about 30%, so we are not reducing our commitment to the beautification of the City, just increasing the efficiency of maintaining it.  The individual small beds would be eliminated. This would focus the maintenance on fewer very large landscaped beds creating a more efficient use of staff and equipment time and yield a stunning visible impact on the focal entry point to the City; and

 

WHEREAS, the purchase of the landscape materials for the consolidation of boulevard landscape beds was not identified in the 2017 Budget for the Forestry Division, however the Forestry Division has unused 2017 budget funds well in excess of $40,000 due to a staff vacancy, which can be transferred from the Forestry Division’s salary account to the Forestry Division’s landscape materials account; and, 

 

WHEREAS, this project will allow us to utilize 2017 monies to get started on the Boulevard Conversion Initiative indicated in the 2018 Budget and shorten the total time it takes to complete the conversion of the entire boulevard system. These landscaped beds will be built this fall and the plant material will be installed next spring. This project will assist in the development of a City-wide residential and commercial corridor, common community streetscape which welcomes visitors, residents and stakeholders and elevates the City image, Strategic Plan goals 1-6 and 1-11.  It will also improve city-wide beautification, site landscaping and infrastructure improvements, Strategic Plan goal 2-1.

 

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Common Council of the City of West Allis the purchase of landscape materials from Halquist Stone, Sievert Topsoil and Reinders Irrigation Co., and associated ancillary items, such as mulch, landscape fabric, support stakes and wire, etc. from various vendors for a sum not to exceed $11,400.00 be and is hereby accepted. 

 

BE IT FURTHER RESOLVED that a budget transfer from unused salary funds, account number 100-4301-533.11-01, to landscape materials funds, account number  100-4301-533.53-16, be and is hereby authorized, and the purchases will be charged to account number, 100-4301-533.53-16, landscape materials.
