Title

A Resolution to authorize the expenditure of funds to refurbish two currently in service Firefighting Apparatus for the total sum of $150,000.00

BY the City of West Allis Fire Department

 

WHEREAS, the West Allis Fire Department (WAFD) must repair corrosion damage and update obsolete componentry on (2) currently in service firefighting apparatus, a 2005 Pumping Engine (E61) and a 2010 Rescue & Pumping Engine (E63); and

 

WHEREAS, the WAFD operates two Firefighting engines which have suffered significant damage to their frames, undercarriage componentry and body work from corrosion.  In order for the apparatus to serve their budgeted life cycle the repairs as quoted will need to be performed.  

 

WHEREAS, the WAFD has engaged the limited pool of vendors with experience and a proven track record of success in this type of repair work on emergency vehicles and their sub systems, the most economical approach found was to utilize multiple vendors with expertise in specific system repairs. 

 

WHEREAS, the WAFD at the direction of the Police and Fire Commission, previously developed a long range plan for the management of assets in the fire apparatus fleet, this request is a step in carrying out the recommendations of the Fleet Restoration Proposal report as approved and adopted by the Police and Fire Commission. 

 

WHEREAS, the WAFD obtained specific approval from the Police and Fire Commission at the August 17th 2017 meeting for the expenditure of funds to complete this portion of the Fleet Restoration project.  The report, specific project estimates and supporting documents are attached to this resolution as background information to this request.

 

WHEREAS, the following single source vendors shall be utilized to complete the required remediation tasks. For WAFD Engine 61 Custom Fab and Body Works of Marion, WI in the estimated amount of $59,787.00  WAFD Engine 63 Marengo Auto Body and Glass of Marengo, IL in the estimated amount of $35,500.00 Both Engine 61 and Engine 63 will receive warning systems upgrades from Emergency Lighting & Electronics, LLC of Waukesha, WI in the estimated amount of $29,139.22.

 

WHEREAS, due to the nature of this project requiring disassembly of the vehicles on site at remote vendors and the high likelihood that upon disassembly, previously undetected repair requirements may be incurred, thusly resulting in additional costs to any of the quotes by any of the three project vendors.  An overall project buffer of $25,273,78 has been factored into the total project cost and may be distributed to any of the afore mentioned vendors as dictated by the circumstances of the additional need.

 

WHEREAS, the WAFD has worked with the City Finance Department to secure a funding source for this planned project.  In coordination with the Finance Department the WAFD is requesting to utilize un-expended salary funds from the previous year’s budget and the monies shall be drawn from the Capital Reserve account.

 

                     NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the Fire Chief or his designee take all steps necessary to complete the proposed remediation project in the amount of $150,000.00 with the vendors as outlined & return Engines 61 and 63 to full service. Funding for this purchase is available in the Fire Department Capital Accumulation Account, and the purchase will be charged to Account Number, 351-2201-522.70-03, Fire Department Equipment.
