WHEREAS, the City of West Allis Mission Statement directs the City to operate in such a manner that it

* Provides cost effective municipal services consistent with the needs and desires of the citizens of the West Allis community (residences and businesses, as well as other community stakeholders);
* Provides for the health, safety, and welfare of the community ;
* Provides a quality living and working environment; and
* Provides a positive, progressive, and creative approach to the budget, management and operations of the City; and,

WHEREAS, the 2017 City of West Allis Adopted budget, includes the directive to explore the streamlining the code enforcement process by providing that Building Inspection and Neighborhood Services staff would investigate and process complaints and violations instead of continuing to have multiple staff from multiple departments verify complaints; and,

WHEREAS, the 2017-2021 City of West Allis Strategic Plan, includes Quality of Life as one of the five goals; and,

WHEREAS, the Mayor and City staff have met to discuss the coordination of the code enforcement consolidation and have come to agreement on the consolidation; and,

WHEREAS, the consolidation includes the transferring responsibility to investigate and administer the following processes from various departments to BINS:

From Public Works to BINS - 1) Tall grass and weed complaints, 2) Snow and ice complaints,
3) Residential garbage complaints, 4) Illegal dumping complaints, 5) Homeless camp complaints, 6) Hazardous tree complaints, 7) Vision triangle complaints, and 8) various other sanitation and forestry complaints.
