Title
Resolution to Authorize and Direct the Director of Public Works/City Engineer to enter into an agreement with John's Disposal Service, Inc. to provide single stream recycling processing services.

Body
WHEREAS, the City of West Allis has investigated and approved a change in recycling services provided to its citizens; and,

WHEREAS, since the start-up of recycling in the mid 1990's the City has used a sorting system which separated bundled paper products from other recyclable materials such as plastic, glass and metals; and,

WHEREAS, plastic, glass and metals were placed in a "blue bag" and placed at the curb or alley line to be picked up along with the bundled paper products by the Public Works Division and delivered for processing to Allied Resource (formally West Allis Salvage); and,

WHEREAS, after careful review and investigation the Common Council has approved a change to single stream recycling, which will eliminate the need to separate recyclables, using 96 gallon capacity recycling carts; and,

WHEREAS, the Department of Public Works/Engineering solicited for proposals and reviewed and investigated responses from ReCommunity (representing the City of Milwaukee), John's Disposal and Allied Resource; and,

WHEREAS, the Board of Public Works, at their May 2, 2017, selected John's Disposal as having the most advantageous proposal and directed the Director of Public Works/City Engineer to negotiate an agreement with the company; and,

WHEREAS, time is of the essence to negotiate, finalize and sign a processing agreement since the City has scheduled the delivery of new recycling carts for the last two weeks of June, 2017.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:

1. That the Director of Public Works is directed and authorized to negotiate a recycling processing agreement with John's Disposal, of which the draft is attached hereto.
