Resolution to provide for new recycling carts for all residences up to 4 family units and authorize the Director of Public Works to spend up to $20,000 on advertising and other related issues to inform and educate the West Allis community on the new single stream recycling program.

Body
WHEREAS, the City of West Allis after careful review and analysis has decided to change from a sorted recycling collection system to a single stream collection system in order to increase the amount of recyclable material collected and processed; and,

WHEREAS, the expected increase in recyclable material collected will not only reduce costs related to landfilling, but will increase the environmental benefits of the program by reusing recyclable material again; and,

WHEREAS, approximately 21,000 recycling carts, 96 gallon capacity, are scheduled to be furnished and delivered by Cascade Cart Solutions during the last two weeks of June, 2017; and,

WHEREAS, payment to Cascade Cart Solutions was authorized and approved by Resolution 2017-0114 on May 2, 2017.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:

1. That the first recycling cart will be furnished and delivered free of charge to all single family residence and to each unit up to four unit residences throughout the City.

2. That replacement and/or additional carts will be paid for by the property owner or resident at the appropriate charge.

3. That after delivery of the first recycling cart residents do not need to use the old "blue bag" system and may immediately use the new cart for recycling.

4. That funding for the advertising program is authorized and provided by the Solid Waste Fund and will be charged to Account Number: 550-4233-535.54.03, Advertising/Other.

5. That the Director of Public Works/City Engineer is directed and authorized to take all appropriate actions for the start-up and implementation of the new recycling program along with the advertising progra...
