Resolution approving a sole source contract with Ramboll Environ for providing a Site Investigation at the former Graves Filling Station Site located at 11500 W. Oklahoma Ave. in an amount not to exceed $53,100.

WHEREAS, the Community Development Authority of the City of West Allis (the "Authority"), through Resolution No. 1211 on November 8, 2016 entered into a Master Contract with Ramboll Environ to provide professional environmental services for various redevelopment and blight-related projects; and,
WHEREAS, the Authority, through the Department of Development, has contracted with AECOM, an environmental services consultant, for various properties and redevelopment projects throughout the City, for several recent years; and,
WHEREAS, a particular staff member of AECOM that the Development Department has worked very closely with, has since left that consulting firm, and is now working for Ramboll Environ (the "Consultant"); and,
WHEREAS, said Consultant's staff member is very familiar with various redevelopment projects and properties in West Allis and has extensive knowledge of environmental issues with this project, which justifies a sole source contract between Ramboll Environ and the City of West Allis for providing a site investigation at the former Graves Filling Station Site located at 11500 W. Oklahoma Ave.; and,
WHEREAS, it is anticipated that approximately 98% of this cost will be recoverable under the PECFA U&C standard task rates, which are revised semi-annually and therefore are not guaranteed. Costs related to WDNR Case Closure Review Fees and GIS Registry Fees are not reimbursable under PECFA. An authorization is needed to use eligible expenses of approximately $49,425 which will be funded on a reimbursement basis from a PECFA grant, and city funded expenses of approximately $3,675 will be funded through the General Fund Land & Building expense account (100-8801-517-3002); to proceed with the Site Investigation; and,
