Resolution relative to accepting a proposal from Graef-USA Inc. for providing Engineering Consulting Services for a total sum not to exceed $4,950.00 for the design of an Emergency Vehicle Warning System at Fire Station No. 1.

Body
WHEREAS, The West Allis Fire Department reports that one accident involving an emergency vehicle has already occurred and dozens of other near accidents have been documented over several years involving emergency vehicles exiting or entering Fire Station No. 1, and

WHEREAS, The City of West Allis has entered into a State/Municipal Agreement for a Highway Improvement Project with the Wisconsin Department of Transportation for the design, construction and other related work on the reconstruction of W. National Avenue from S. 70th Street to S. 76th Street, and

WHEREAS, The City of West Allis and Wisconsin Department of Transportation are utilizing the engineering consulting services of Graef-USA Inc. for the National Avenue Reconstruction Project, and

WHEREAS, The three party contract executed between the Wisconsin Department of Transportation and the City of West Allis and Graef-USA Inc. does not include the design of an Emergency Vehicle Warning System at Fire Station No. 1, and

WHEREAS, The Common Council deems it to be in the best interests of the City of West Allis that the proposal of Graef-USA Inc. be accepted, and

WHEREAS, The West Allis Engineering Department has determined that this contract falls under the provisions of Revised Municipal Code 2.67 (6)(a) that allows for purchases of services under five thousand dollars ($5,000) to be made pursuant to Office rules, and

WHEREAS, The Emergency Vehicle Warning System would be installed at an estimated cost of $70,000 as part of the Highway Improvement Project being contracted by the Wisconsin Department of Transportation along W. National Avenue in 2018.
