Title
Resolution relative to accepting the proposal of SAA Design Group for providing Professional Services for a Comprehensive Outdoor Recreation Plan Update for a total sum of $24,790.

Body
WHEREAS, the City will generate income from a loan from the City of West Allis to First-Ring Industrial Redevelopment Enterprise LLC (FIRE) and then from FIRE to Edwards Allis LLC and/or Joel Lee; and,

WHEREAS, a Communication from the Mayor of West Allis regarding utilizing the income generated from the loan, to fund a Parks and Open Spaces Study was approved by the Common Council on November 3, 2014; and,

WHEREAS, that Communication stated that the City will receive approximately $1,260,000 in interest income over the next 7 years and that 50%, currently estimated at $630,000, of the income generated from the loan would be designated and utilized for a Parks and Playground Improvement Program (PPIP); and,

WHEREAS, as of the date of this resolution the City of West Allis has $39,375 in interest from pre-construction financing and these funds are in addition to the above-referenced funds and are available to fully fund the PPIP; and,

WHEREAS, the first step of the PPIP is to create a Park and Recreational Plan to help prioritize park needs and improvements; and,

WHEREAS, the Purchasing Division has reported that it duly advertised a request for proposal for Professional Services for a Comprehensive Outdoor Recreation Plan Update; and,

WHEREAS, subsequent to the evaluation team rating the firms, the team unanimously recommended that the contract be awarded to the best qualified firm SAA Design Group; and,

WHEREAS, the Common Council deems it to be in the best interests of the City of West Allis that the proposal of SAA Design Group be accepted.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Common Council of the City of West Allis that the proposal dated February 17, 2015 submitted by SAA Design Group for providing Professional Services for a ...
