Resolution approving an increase in the stormwater management system user charge.

Body

WHEREAS, Section 1.075(4)(a) authorizes the Common Council to revise stormwater management system user charges, as necessary, to insure that the system generates adequate revenues to fund the management of the City's stormwater system, to include but not be limited to, investment and reinvestment in, and the maintenance and improvement of new and existing infrastructures, and other improvements to the system that will reduce flooding and urban non-point source pollution in stormwater run-off consistent with federal and state regulations; and,

 

WHEREAS, the 2006 budget, approved by the Common Council on November 15, 2005, requires an increase in the stormwater management system user charge to fund the cost of management of the stormwater system, including investment and reinvestment in new and existing infrastructures, and

 

WHEREAS, an additional contract costing $63,000 for additional monitoring of the Storm Water System, as required by the NR216 Discharge Permit, was approved by the Common Council on Resolution R2005-0300 on December 6, 2005, and that this contract was not included in Budget Preparation so an additional increase of $0.27 per each ERU is needed for the operation of the Utility. 

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that an increase of fifty -six cents in the quarterly stormwater management user charge from $14.01 per ERU to $14.57 per ERU, an increase of 3.997% over 2005 be and is hereby approved, said increase to be effective January 1, 2006.

 

BE IT FURTHER RESOLVED that the Finance Manager be and is hereby directed to notify each user of the Storm Sewer Collection System of the aforesaid rate increase as provided in Section 1.07(4)(f) of the Revised Municipal Code.
