Charter Ordinance No. 25 relating to spring primaries for spring elections

PART I. Pursuant to Wis. Stat. § 8.11(1), and subject to Part III of this charter ordinance, whenever the number of candidates who file nomination papers for a city office exceeds twice the number to be elected to the office, a primary to nominate candidates for the office shall be held.
PART II. The spring primary shall reduce the number of candidates to twice the number to be elected to the office in the ensuing spring election.
PART III. Not later than 3 days after the deadline for filing nomination papers, the common council may pass a resolution by a 2/3 vote of all members to not hold a specific spring primary. Upon adoption of a resolution under this paragraph, no spring primary shall occur for that spring election.
PART IV. All ordinance or parts of ordinances contravening the provision of this ordinance are hereby repealed.
PART V. This charter ordinance shall take effect 60 days after its passage by a 2/3 vote of the members-elect of the common council and publication, unless within such 60 days a referendum petition shall be filed as provided by Wis. Stat. § 66.0101(5), in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of electors voting thereon.
