Resolution approving a Cooperation Agreement by and between the Community Development Authority and the City of West Allis for the administration of H.O.M.E. funds.

Body
WHEREAS, the City of West Allis and the Community Development Authority of the City of West Allis (“Authority”) are desirous of providing affordable housing; and,

WHEREAS, the U.S. Congress approved the National Affordable Housing Act of 1990 (“Act”) to allow mutual cooperation agreements among units of general government; and,

WHEREAS, that Act authorized funding of the HOME Investment Partnerships (“HOME”) Program; and,

WHEREAS, the HOME Program makes funds available to eligible participating jurisdictions on a formula basis, for the purpose of increasing the number of families living in decent, safe, sanitary and affordable housing and expanding the long-term supply of affordable housing; and,

WHEREAS, through Resolution No. R-2011-0131, the Common Council authorized the City of West Allis (the “City”) to enter into an Consortium Agreement with Milwaukee County and the City of Wauwatosa (the “Consortium”) for the awarding and administration of HOME funds, and through and R-2013-0239, the Common Council authorized the City to enter into a Subrecipient Agreement with the County for the award of federal HOME funds; and,

WHEREAS, each member shall receive an amount of HOME Program funds based on its percentage, as established by HUD formula (roughly $200,000.00); and,

WHEREAS, each member shall be responsible for providing required matching funds or credit based upon the amount of its allocation and its use of funds. If the match cannot be provided by a member, that member's allocation will revert to the remaining members, if they can fulfill the match requirements for the reverted allocation; and,

WHEREAS, the Authority, through Resolution No. 882, agreed to administer the HOME Program and all HOME Program funds that are made available to the City of West Allis a...
