Resolution authorizing City Staff to facilitate the development and creation of a dog park in the City of West Allis and application for a grant under the Outdoor Recreation Legacy Program (ORLP) with a 50 percent grantor share and a 50 percent local share, minimum grant of $250,000.
Body
WHEREAS, the City of West Allis 2017-2021 Strategic Plan Goal #2 “Quality of Life” includes an action item to improve city-wide parks, open space and art: utilization, maintenance and security; and
WHEREAS, the 2016-2020 Comprehensive Park and Outdoor Recreation plan adopted by the Common Council in 2016 included a recommendation of a dog park as the #1 requested new facility per the community survey; and
WHEREAS, the Mayor, city staff and residents have participated in several meetings discussing the development of the park, and private fundraising efforts are underway; and
WHEREAS, the West Allis Community Improvement Foundation has approved acceptance of donations for the dog park; and
WHEREAS, the following two sites have been identified as possible locations for the dog park: We Energies land west of Reservoir Park on the 1500 block of S. 98th St. and city land behind West Allis Police Department at 11301 W. Lincoln Ave.; and
WHEREAS, the National Park Service (NPS) recently announced a national grant opportunity under the Outdoor Recreation Legacy Program (ORLP) with various program priorities including: Connect people to the outdoors in urban areas, Public-Private or intergovernmental partnerships and which are supported by the community.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Common Council of the City of West Allis that City Staff are directed to facilitate the development and creation of a dog park and make application for a grant under the Outdoor Recreation Legacy Program (ORLP) with a 50 percent grantor share and a 50 percent local share, minimum grant of $250,000.
