Resolution relative to the establishment of a hiring freeze for the City of West Allis.
Body
WHEREAS, the State of Wisconsin has implemented tax levy limits; and,
WHEREAS, non-tax levy revenue for the City is decreasing; and,
WHEREAS, City expenditures for wages, benefits, and operating expenses continue to increase; and,
WHEREAS, cost increases for wages and benefits for City employees are unknown at this time; and,
WHEREAS, the uncertainty and final considerations for wages and benefits may cause significant impact on the City's budget; and,
WHEREAS, said budget impacts will cause the City to consider various alternatives; and,
WHEREAS, said alternatives will include but not be limited to other revenue sources, operational changes, services provided, staffing levels, and all categories of expenditure; and,
WHEREAS, it is in the best interest of the City to maintain the availability of all options at this time for consideration; and,
WHEREAS, one of those options is staffing levels as it relates to operations and services.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that a hiring freeze on all positions is hereby established, with the exception of any positions previously approved by the Council and those involving financial-saving measures.
BE IT FURTHER RESOLVED that the Administration & Finance Committee is hereby authorized to grant exceptions to this hiring freeze based on unique, special, and unusual circumstances.
BE IT FURTHER RESOLVED that said hiring freeze shall sunset upon conclusion of the wage and benefit considerations for individual or all City employee units and groups.
