Resolution authorizing and directing the City Engineer to enter into a State/Municipal Agreement for a Highway Improvement Project with the Wisconsin Department of Transportation for the design, construction and other related work on the reconstruction of signalized intersections on W. Lincoln Avenue at S. 84th Street, S. 76th Street, and S. 71st Street.

WHEREAS, the W. Lincoln Avenue intersections have a high crash rate mostly likely due to substandard intersection configuration at S. 84th Street, S. 76th Street, and S. 71st Street; and,
WHEREAS, exclusive left turn lanes and signal heads above each lane have been shown to improve safety at intersections; and,
WHEREAS, the W. Lincoln Avenue & S. 76th Street intersection had 131 crashes in the five years between 2013 to 2017 for a crash rate of 2.97 which is about 3 times higher than the statewide average for similar intersections with 15,000 to 25,000 vehicles per day entering the intersection; and,
WHEREAS, the W. Lincoln Avenue intersections with S. 84th Street and S. 71st Street have one and a half times higher crash rate than the statewide average; and,
WHEREAS, the WisDOT has notified the City that this project has been selected for Highway Safety Improvement Program (HSIP) federal funding which pays 90% of the cost for design and construction to improve safety; and,
WHEREAS, the State/Municipal Agreement includes the following major items; Design, State Review and Construction for the pavement, sidewalks, storm sewer, street lighting, and traffic signals.
NOW, THEREFORE, BE IT RESOLVED By the Common Council of the City of West Allis that the City Engineer be and is hereby authorized and directed to enter into an agreement with the WisDOT for the Project (State ID 2110-00-03/73), a copy of the State/Municipal Agreement is attached hereto and by reference made a part hereof.
