Title
Resolution opposing the Milwaukee Water Works transferring excessive funds to the City of Milwaukee.
Body
WHEREAS, most Wisconsin public water utilities transfer some rate revenue to the their municipalities' general fund; and,

WHEREAS, the City of Milwaukee withdraws the maximum amount of water rate revenue allowed under state regulations and plans to continue those transfers; and,

WHEREAS, the City transferred an astonishing amount of $12.1 million dollars in 2013 and has projected to transfer at least that amount or more in 2014 and beyond from Milwaukee Water Works; and,

WHEREAS, the Milwaukee Water Works will in the near future ask the Wisconsin Public Service Commission for another large rate increase, due in part, because of the excessive amount of funds transferred to the City of Milwaukee.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of West Allis, on behalf of West Allis ratepayers, call upon the City of Milwaukee to significantly reduce the amount of these transfers that negatively impact Milwaukee's wholesale customers such as West Allis.

BE IT FURTHER RESOLVED, that the Director of Public Works/City Engineer is authorized and directed to send this resolution to all appropriate Milwaukee officials.
