Resolution to approve actions to assist in mitigating the budget impacts and loss of revenue due to COVID -19

WHEREAS, the world is currently experiencing a novel coronavirus (“COVID - 19") pandemic; and
WHEREAS, this emergency was declared a pandemic by the World Health Organization on March 11, 2020; and
WHEREAS on March 13, 2020 the President of the United States declared the United States to be in a state of emergency; and
WHEREAS Mayor Devine declared an emergency on March 14, 2020 and on March 17, 2020 the Common Council adopted a “Resolution to declare an emergency existing in the City due to the COVID-19 Pandemic”; and
WHEREAS, extraordinary measures have been and continue to be required to protect the public health, safety and welfare of the City of West Allis' residents and employees resulting in increased costs and loss of revenue; and
WHEREAS, prior to the COVID - 19 Pandemic, the City was facing significant fiscal challenges and a structural deficit;
WHEREAS, the Mayor established a Structural Deficit Work Group to make recommendations for service delivery and operational adjustments/reallocations to address the structural deficit; and
WHEREAS, the current and expected loss of revenues coupled with the measures taken throughout the pandemic have exacerbated the structural deficit to where the current budget period is now impacted; and
WHEREAS, if steps are not taken at this time to address the budget shortfalls, the resources to support the allocations in the 2020 Budget will be exhausted prior to the end of 2020.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Common Council of the City of West Allis approve the attached actions to assist in mitigating the budget impacts and loss of revenue and the appropriate staff members be and are hereby authorized to take action necessary to implement such.
