Resolution relative to amending the Department of Development budget to authorize the purchase of city-branded bike racks, in an amount not to exceed $5,000, to be reimbursed through subsequent sale to interested property owners.

Body
WHEREAS, in 2013, utilizing Community Development Block Grant (CDBG) funds, the City purchased and installed 30 city-branded bike racks within the City's Downtown Business Improvement District (BID); and,

WHEREAS, 20 additional city-branded bike racks were purchased with the remainder of the CDBG funds in 2015, which were subsequently installed in qualifying census tracts, primarily on the eastern side of West Allis; and,

WHEREAS, the city-branded racks are seen as positive image-building infrastructure and the Department of Development regularly receives requests for installation of the city-branded bike racks from interested businesses throughout the city; and,

WHEREAS, the cost of the unique (non-standard) city-branded racks is minimized through the purchase of quantities beyond what individual businesses would be willing to purchase; and,

WHEREAS, the Department of Development is recommending to purchase and install additional city-branded bike racks at interested businesses who are willing to purchase the racks from the City and reimburse the City for the cost of installation, if installed on public right-of-way; and,

WHEREAS, the 2016 budget for the Department of Development did not include an appropriation for bike racks.

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of West Allis as follows:

1. Appropriates up to $5,000 to the Department of Development to pay for the initial purchase and installation of city-branded bike racks (if installed within the public right-of-way) at interested businesses, which are willing to reimburse the City an expected approximate $400 for the cost of each rack.
