Title
Resolution relative to accepting a sole source proposal from the Bicycle Federation of Wisconsin to provide Engineering Consulting Services for bike accommodations along Hwy 100 for a total sum not to exceed $5,000.00 to be financed from the Other Services in General Government Account.

Body
WHEREAS, The West Allis Development Department has previously utilized the consulting services of the Bicycle Federation of Wisconsin for Bicycle Planning Consulting Services, and

WHEREAS, The Common Council deems it to be in the best interests of the City of West Allis that the proposal from the Bicycle Federation of Wisconsin be accepted, and

WHEREAS, This contract falls under the $5,000 threshold for competitive selection in accordance with the provisions of the Revised Municipal Code 2.67 (6)(a) that allows for purchases of services under five thousand dollars ($5,000) to be made pursuant to Office rules, and

WHEREAS, under current law, with few exceptions, the Wisconsin Department of Transportation (WisDOT) is required to ensure that bikeways and pedestrian ways are established on all new highway construction and reconstruction projects funded with state or federal funds such as along Hwy 100, and

WHEREAS, WisDOT's enforcement of policies requiring bikeways and pedestrian ways may lead to bicycle lanes being constructed in inappropriate or impractical locations along Hwy 100 where homes, viable businesses and millions of dollars of tax base are at risk of being lost, and

WHEREAS, the City of West Allis is interested in determining appropriate and practical on-street and off-street bicycle alternatives to Hwy 100 in an effort to preserve its tax base while meeting current laws regarding bikeways and pedestrian ways.
