Resolution authorizing the Director of Development to enter into a professional consulting services contract for the preparation of plans and specifications for various nuisance and abandoned dwellings, at an estimated total amount of $32,000.

Body
WHEREAS, the Building Inspections and Neighborhood Services Director has obtained the proper court-ordered raze/repair orders for various properties around the City (the “Properties”), to eliminate blighting and unsafe environments that the Properties present; and,

WHEREAS, certain Properties' blighting conditions qualify all demolition-related expenses to be funded by the Community Development Block Grant (CDBG) Slum & Blight Removal activity as the expenses meet the CDBG Program's national objective of aiding in the prevention or elimination of slums or blight; and,

WHEREAS, the Common Council per Resolution No. R-2012-0124 has entered into master contracts with various professional consulting services who have the ability to prepare plans and specifications for demolition projects; and,

WHEREAS, it is necessary to enter into a professional consulting services contract for the preparation of plans and specifications in order to bid out the demolition of the various Properties; and,

WHEREAS, the funding of plans and specifications shall come from the Community Development Block Grant (CDBG) Blight & Blight Removal activity, and City Contingency Reserve funds; and,

WHEREAS, the amount in Contingency Reserve as of January 1, 2014, is $3.2 million; and,

WHEREAS, it is necessary to provide Contingency Reserve funding for plans and specifications expenses to the Building Inspections Maintenance Account 100-2406-524.32-04.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:

1. That the Director of Development, or his designee, is hereby authorized to enter into, execute, and sign all necessary documents for a professional consulting services contract...
