Resolution relative to directing staff to assemble an action plan for replacement of the City's Public Works Facility.

Body
WHEREAS, the Public Works Building and related facilities house the Building & Sign Division, Electrical Division, Forestry Division, Sanitation Division, Street and Sewer Division, and Water Utility, and all related equipment and machinery, and serve the public; and

WHEREAS, the existing facilities are in substantial need of repair, maintenance, replacement and expansion; and

WHEREAS, the existing facilities no longer provide for effective and efficient operations; and

WHEREAS, a facilities audit may be conducted in the first part of 2018, if approved on December 19, 2017, which will identify the level and timing of need for improvements at the Public Works Facility.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the Public Works Director, City Engineer, City Administrator, Finance Director and Director of Development assemble an action plan for replacement of the Public Works Facility to be considered by the Common Council and Capital Improvement Committee. The plan shall include, at minimum, the following:

1. High level identification of current repair and replacement needs and operational inefficiencies.
2. High level requirements of a new facility.
3. Review of comparable facility building projects that have recently been completed.
4. Various options for replacement (location, stages, collaboration with other entities, etc.).
5. Cost estimates for project options.
6. Estimated timeline for planning and implementation.

These shall be assembled with consideration of the facility audit results, best practices in Public Works' operations, and fiscal responsibility. Updates on development of the plan shall be reported to the Public Works Committee.
