WHEREAS, The Board of Public Works reports that it duly advertised for bids for the furnishing of certain materials and the performance of all work required for the improvements in a certain area as hereinafter described; that the bids received as shown on the attached bid report were reasonable and hereby recommends and deems it to be for the best interests of the City of West Allis that the bid of Dairyland Electric Co., Inc. for 2014 Project No. 15 be accepted, and

WHEREAS, A "Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity" (Executive Order 11246) was included in the bid solicitation for this federally assisted construction contract which describes the affirmative action obligations and sets forth the specific affirmative action steps the construction contractor must implement in order to make good faith effort to achieve the goals for minority and female participation that were listed in the bid solicitation, and

WHEREAS, The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S. Code 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing.

NOW, THEREFORE, BE IT RESOLVED That federal rules require that to the greatest extent feasible preference in the award of contracts and subcontracts shall be given to WBE/MBE/SBE Businesses, and
