A Resolution to accept Wisconsin DOT Grant Funding for the purchase of an Off Road Ambulance.

WHEREAS, the City of West Allis Fire Department (WAFD) has engaged the Wisconsin Department of Transportation (WIDOT) to jointly identify the need for an emergency response vehicle capable of accessing the remote and off road construction areas created by the Zoo Interchange rebuilding project; and

WHEREAS, the WAFD also has a need for an off-road ambulance to service unpaved areas of the City such as: parks; the Hank Aaron State Trail, WI State Fair Park Grounds, at gatherings of large groups or special events where standard vehicle access is limited or impractical, other areas impacted by construction projects, and in times of natural disaster or other large scale man made emergencies; and

WHEREAS, the DOT Grant will pay $45,000.00 towards the expected purchase cost of $54,500.00 for said Off Road Ambulance in the form of weekly payments of $900.00 for a period of 50 weeks to the City of West Allis; and

WHEREAS, as a condition of the grant, WAFD agrees to house and maintain the vehicle in a state of readiness for response into the construction zone for the expected four year duration of the project; and

WHEREAS, the WAFD has agreed in return to provide the vehicle to WISDOT on Mutual Aid responses into the construction zone to any Municipal Agency bordering the project in the event of an emergency need within said jurisdictions border per established Mutual Aid Box Alarm System guidelines; and

WHEREAS, at the conclusion of the WIDOT Zoo interchange project the WAFD assumes sole ownership of the vehicle with no additional cost to WAFD.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis that the Fire Chief or his designee are authorized to enter into the attached Agreement with WISDOT (subject to approval by the City Attorney who is authorized to make such substantive changes as are required to protect the Ci...
