Resolution authorizing the City of West Allis to participate in an urban soil decompaction project with the WDNR and University of Maryland.
Body
WHEREAS, the Wisconsin Department of Natural Resources (WNDR) created an ad-hoc type committee to study the effects of soil compaction during construction projects in urban settings and draft guidance documents; and,
WHEREAS, the City Engineer was requested to participate in said committee and find a location for a demonstration project where the some of the techniques from the proposed guidance document could be implemented and monitored; and
WHEREAS, the City Engineer selected the area at the end of W. Orchard St. east of S. 108th St. since it was already scheduled to have pavement removed and restored to grass; and,
WHEREAS, the Center for Urban Environmental Research and Education at the University of Maryland Baltimore County applied for and was awarded a Funds for Lake Michigan reimbursement type grant to fund the project; and,
WHEREAS, the project is estimated to cost between $35,000 and $50,000; and,
WHEREAS, the City has to bid, award, and manage the project, incur the costs and be reimbursed;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:
1. That the City Engineer is authorized to enter into the agreement necessary to participate in the demonstration project and follow the City process to bid, award and manage the project, and file all necessary reimbursement documents for an approximate amount between $35,000 and $50,000.
2. That the City Attorney and City Engineer be and is hereby authorized to make such non-substantive changes, modifications, additions and deletions to and from the various provisions of the Contract, including any and all attachments, exhibits, addendums and amendments, as may be necessary and proper to correct inconsistencies, eliminate ambiguity and otherwise clarify and supplement said provisions to preserve and maintain the general inte...
