Title
Resolution authorizing the Director of Development to enter into a Memorandum of Understanding by and between the City of West Allis, the City of Milwaukee and other local governmental entities and/or PHAs for a regional Affirmatively Furthering Fair Housing (AFFH) Plan, which includes the pledge and payment of $10,000 from the Community Development Block Grant (CDBG) Program.

Body
WHEREAS, the City of West Allis (the "City") is an entitlement community and receives an annual allocation of approximately $1 million in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD); and,

WHEREAS, the City may use up to 20% of its annual CDBG allocation towards administrative expenses; and,

WHEREAS, HUD has published a Final Rule, directing all entitlement communities and Public Housing Authorities (PHAs) to adopt an Affirmatively Furthering Fair Housing (AFFH) Plan, a duty to affirmatively further the purposes and policies of the Fair Housing Act, which is title VIII of the Civil Rights Act of 1968; and,

WHEREAS, HUD is encouraging West Allis to join a regional fair housing effort through the adoption of a regional AFFH Plan, which includes collaborating with the City of Milwaukee, the lead agency, Milwaukee County, the City of Wauwatosa, and possibly other local governmental entities and/or PHAs, including the Community Development Authority of the City of West Allis; and,

WHEREAS, the City of Milwaukee is in the process of drafting a Memorandum of Understanding (MOU) for a regional AFFH Plan by and between the participating local governmental entities and/or PHAs listed above; and,

WHEREAS, the City of Milwaukee as the lead agency will be issuing a Request for Proposal, or similar document, for consulting services for the regional AFFH Plan, on behalf of the participating agencies, and has requested financial commitment from the participating agencies; and,
