Resolution authorizing the execution of the Department of Natural Resources partial principal forgiven financial assistance agreement for the replacement of lead service lines.
Body
WHEREAS, the City of West Allis (the “Municipality”) wishes to undertake a project to replace private lead service lines, identified as DNR No. 5404-11 (the “Project”); and,
WHEREAS, the Municipality has applied to the Safe Drinking Water Loan Program (the “SDWLP”) for financial assistance in the form of a loan made by the SDWLP to the Municipality of which part of the principal will be forgiven at the time that loan disbursements are made to the Municipality, pursuant to the DNR Financial Assistance Agreement; and,
WHEREAS, the SDWLP has determined that it can provide a loan in an amount of up to $281,576 with partial principal forgiveness in an amount up to $111,607 that it has identified as being eligible for SDWLP funding.
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of West Allis that the City Mayor and City Clerk are authorized and directed to enter into a Principal Forgiven Financial Assistance Agreement with the WDNR for the Project (DNR No. 5404-11), a copy of the State/Municipal Agreement is attached hereto and by reference made a part hereof.
BE IT FURTHER RESOLVED, that funds for the Project are budgeted and available in the Capital Projects fund, with partial future reimbursements from the SDWLP.
BE IT FURTHER RESOLVED, that the City Engineer forward a copy of this Resolution, together with the executed State/Municipal Agreement, to the office of the WDNR and take whatever further action is required to initiate the Project.
