Resolution to approve change in Landfill Company for New Department of Public Works Facility Environmental and Soil Removal Contract Project 2024-1906E.
Body
WHEREAS, the City is constructing a new Department of Public Works Facility at 1906 S. 53rd St.; and,
WHEREAS, the City has awarded a contract for the removal of impacted soils at the New Department of Public Works Facility; and
WHEREAS, the City had identified the Waste Management Orchard Ridge landfill in the contract as the landfill for the disposal of impacted soils; and
WHEREAS, the City has solicited prices from the Waste Management Orchard Ridge landfill and the GFL Emerald Park landfill for the landfill disposal (tipping) fees of said impacted soils; and,
WHEREAS, the GFL landfill cost per ton of impacted soil is less than the Waste Management landfill and less than the engineer's estimate for these services;
WHEREAS, the contractor for 2024-1906E, CW Purpero, Inc. has agreed to the change in location with no additional cost to the project;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis as follows:
1. That the City Engineer is authorized to enter into an agreement with GFL Emerald Park Landfill in Muskego, WI for the disposal of impacted soils at the New DPW Facility for an amount of $20 per ton (approximately $740,000).
2. That the cost of the landfill disposal fees for the New DPW Facility be and is hereby appropriated from EPA Revolving Loan. Additional funding for this project was approved in the 2022, 2023, and 2024 Capital Budgets. Additional sources of funds include an allocation from the federal ARPA grant, cash on hand in capital projects and utility funds, as well as debt financing. Costs will be charged under project number NEWDPW, unless otherwise assigned by the Finance Department.
