Title

An Ordinance to Repeal Sections 2.06, 2.071, 2.075 & 2.076; to Repeal & Recreate Section 2.76; Repeal Sections 2.77 & 2.78; and to Amend Sections 4.045, 4.10, 5.125 & 5.126 of the West Allis Revised Municipal Code Relating to the Civil Service, Wages, Hours and Other Conditions of Employment.

Body

The Common Council of the City of West Allis do ordain as follows:

PART I. Sections 2.06, 2.071, 2.075, 2.076, 2.77 & 2.78 of Revised Municipal Code are hereby repealed.

PART II. Section 2.76 of Revised Municipal Code is hereby repealed & recreated to read:

2.76 CIVIL SERVICE, WAGES, HOURS & CONDITIONS OF EMPLOYMENT.

(1) Civil Service Commission Appointment.

(a) The Civil Service Commission shall consist of five (5) members, all of whom shall be legal residents of the City. No person holding any elective or appointed public position or office of any sort in said City government shall be appointed thereon.

(b) The Mayor shall, subject to confirmation of the Common Council, between the 15th day of April and the first day of May of each year immediately preceding the expiration of the term of office of any such Commissioner, appoint one (1) member of the Commission to hold office for a term of five (5) years from the first day of May next succeeding his appointment and until his successor is appointed and qualifies.

(c) Any vacancy in the office of Commissioner during the term shall be filled for the unexpired term by appointment by the Mayor, subject to the confirmation of the Council.

(d) Every member of the Commission shall take and file the official oath.

(2) Civil Service Commission Organization and Officers.

(a) The Commissioners shall appoint one of their number Chairperson and another Secretary.

(b) The Commission shall keep, supervise and preserve the records of all examinations, hearings, minutes and other records of its own proceedings.
