Title
Resolution authorizing continuation in a Consortium Agreement with Milwaukee County and the City of Wauwatosa for the purpose of continued participation in the Federal HOME Program for 2012-2014.

Body
WHEREAS, the U.S. Congress approved the National Affordable Housing Act of 1990 to allow mutual cooperation agreements among units of general government; and,

WHEREAS, that Act authorized funding of the HOME Investment Partnerships (HOME) Program; and,

WHEREAS, the HOME Program makes funds available to eligible participating jurisdictions on a formula basis, for the purpose of increasing the number of families living in decent, safe, sanitary and affordable housing and expanding the long-term supply of affordable housing; and,

WHEREAS, the City of West Allis is a participating jurisdiction in the HOME Program under an agreement entered into with Milwaukee County, and the City of Wauwatosa; and,

WHEREAS, each member shall receive an amount of HOME Program funds based on its percentage, as established by HUD formula (the amount for 2010 was $265,230.00); and,

WHEREAS, each member shall be responsible for providing required matching funds or credit based upon the amount of its allocation and its use of funds. If the match cannot be provided by a member, that member's allocation will revert to the remaining members, if they can fulfill the match requirements for the reverted allocation; and,

WHEREAS, it is necessary for the City of West Allis to continue its Consortium Agreement with Milwaukee County and the City of Wauwatosa and to execute a Consortium Agreement with these two units of government so that it can be submitted with all necessary attachments to HUD by the June 15 2011, deadline.

NOW, THEREFORE, BE IT RESOLVED that the City of West Allis Common Council does hereby approve the attached mutual Cooperation Agreement under the National Affordable Housing Act for Fiscal Years 2012-2014, and further authorizes the Director of th...
