Title
Resolution to extend the Moratorium within the C-4, Regional Commercial District, on vehicle sales, rental and leasing, including repair, rebuilding and parts, and outdoor display and storage for an additional 90 days.

Body
WHEREAS, the City of West Allis Zoning Ordinance currently permits vehicle sales, rental and leasing, including repair, rebuilding and parts, and outdoor display and storage in accordance with Chapter 12 of the City of West Allis Revised Municipal Code; and,

WHEREAS, Resolution number R-2010-0144 was adopted by the Common Council of the City of West Allis on June 15, 2010, imposing a moratorium on vehicle sales, rental and leasing, including repair, rebuilding and parts, and outdoor display and storage; and,

WHEREAS, the Department of Development is preparing a proposed ordinance to amend the terms, conditions and restrictions under which such commercial uses may be granted in the C-4, Regional Commercial District; and,

WHEREAS, the City of West Allis (the “City”) has no intention of permanently denying vehicle sales, rental and leasing, including repair, rebuilding and parts, and outdoor display and storage and other similar uses to any qualified person, but seeks only a brief and temporary interval in permit issuance to consider if such uses will threaten to undermine the health, safety and welfare of City of West Allis residents; and,

WHEREAS, because the timely assistance, analysis and input from various City departments is needed to effectively review and evaluate the uses, the Common Council directs formation of a group consisting of representatives from the Department of Development and the Department of Building Inspections and Neighborhood Services, and that all City departments are directed to cooperate and participate in this review and evaluation process:
