Resolution authorizing the administration and implementation of the Community Development Block Grant (CDBG) Program for Fiscal Year 2014.

Body
WHEREAS, the Common Council of the City of West Allis, through Resolution No. R-2013-0208 on September 17, 2013, approved a One-Year Action Plan for Fiscal Year 2014 (“FY 2014”) for Housing and Community Development Programs under the Community Development Block Grant (“CDBG”) Program; and,

WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) has since advised all CDBG grantees to not submit their FY 2014 Action Plans to HUD until after grant allocation amounts have been determined by HUD; and,

WHEREAS, HUD requires grantees, including West Allis, to submit their Annual Action Plan by November 15th for HUD's approval of the administration of the CDBG Program by January 1st of the upcoming fiscal year; and,

WHEREAS, many City programs rely on HUD's CDBG-funding, including the Department of Development, the Building Inspection and Neighborhood Services Department, the Health Department, the Police Department, the Fire Department, and the Senior Center; and,

WHEREAS, historically, the City fronts all CDBG-funded activities from the City's General Fund until HUD awards grantees, which is usually in August of that fiscal year; and,

WHEREAS, the Common Council of the City of West Allis hereby authorizes the continued administration and implementation of City-operated CDBG-funded programs in FY 2014 with anticipated further guidance from HUD on grantee submission due dates, citizen participation, and other related requirements for FY 2014.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of West Allis, that administration and implementation of City-operated Community Development Block Grant-funded programs in Fiscal Year 2014 is hereby authorized, and until the City is awarded FY 2014 CDBG funds from HUD, CDBG-funded programs will be funded from the City's General Fu...
